The expulsion of the Muslims from Jaffna was an act of ethnic cleansing

The expulsion of the Muslims from Jaffna was an act of ethnic cleansing carried out by the Tamil militant Liberation Tigers of Tamil Eelam (LTTE) organization starting in October 1990. In order to achieve their goal of creating an ethnically “pure” Tamil state in the North and East of Sri Lanka, the LTTE forcibly expelled the entire Muslim community – numbered at around 80,000 – from the northern Jaffna peninsular of the island. They were forced to leave within 48 hours of an LTTE warning and not permitted to take any of their belongings, which were subsequently looted by the LTTE.

Background-Tensions between the LTTE and the Sri Lankan Muslim community had been building for years. Despite the fact that most are Tamil-speaking, the Muslims or Moors are regarded as a separate ethnic community by the Hindu and Christian Tamils, as they mainly trace their ancestry to a mixture between Arabs from the Middle East and Sinhala and Tamil women from the Eastern sea-board. There is also a community of Sinhalese-Speaking Muslims in the central highlands – a mixture between medieval Arab traders and high-caste Sinhalese women. However this community was not affected by the war.

In the mid-1980s there had been a few Muslim cadres in the LTTE, but the numbers were rapidly declining. With leading muslim politicians, such as MHM Ashraff parting with the TULF in 1980, Muslims had slowly began to see themselves as a separate ethnic group from the Tamils. With the creation of the Sri Lanka Muslim Congress on the 21st of September 1981, the idea of the Muslim people of Sri Lanka being separate from the Tamils, was being reinforced. Due to this, they felt that if the goal of Tamil Eelam was reached, they would be a “minority, in a minority state”and the SLMC were strongly opposed to the idea of Tamil Eelam. Tensions between the Tamils and Muslims were at an all time high, with the UTHR reporting that “It became an unspoken cliché that Muslims were traitors.”

Although nearly all Muslim violence had taken place in Eastern Province, it was in the Northern Province where this act of ethnic cleansing took place. Expulsion-The first expulsion was in Chavakacheri, of 1,500 people. After this, Muslims in Kilinochchi and Mannar were ethnically cleansed forcing many to leave their homeland. The turn of Jaffna came on October 30, 1987; when LTTE trucks drove through the streets ordering Muslim families to assemble at Osmania College. There, they were told to exit the city within two hours. They could take with them only the clothes they were wearing and no more than 50 rupees in cash. Their houses were subsequently looted by the LTTE. In total more than 78,000 Muslims were expelled.Most of the Muslims were resettled in Puttalam district, though the Jaffna Muslim refugees can be found in other parts of Sri Lanka as well. The expulsion still carries bitter memories amongst Sri Lanka’s Muslims. In 2002, the LTTE leader Vellupillai Prabhakaran had formally apologized for the expulsion of Muslims from the North.

TNA’S FIRST MUSLIM MP: IMAAM
The recent appointment of R.M. Imam as a MP to parliament by the TNA was hailed as a great honour to the Muslims of Jaffna when they had not cast a single vote to the TNA. This sentiment was shared not only by Imam himself but also by Prof. Balasundarampillai, the former Vice Chancellor of Jaffna University. To add to all this, the General Secretary of the SLMC also welcomed it as an “act of reconciliation by the LTTE, who evicted the Muslims from Jaffna in 1990”. Hassan Ali, also went onto say that the LTTE repeatedly expressed their repentance about their actions. In recent months, the political understanding between the TNA and the SLMC has confounded the Sri Lankan Muslims, especially in the North and East. The TNA, when it was TULF had failed to condemn the LTTE’s atrocities against the Muslims in the North and East. It is on record that the TULF and all other Tamil parties except EPDP failed to condemn the LTTE for the Kattankudy massacre when they were convened in Ashroff’s house in Colombo in August 1990.

The TNA (formerly known as TULF) were in a difficult situation with regards to filling Elaventhan’s MP position. According to their list, Imam would be the successor and the failure to appoint him would cause much embarrassment for the TNA. The TNA has closely watched Imam and assessed him to be a person of unassuming character with invariable allegiance to the party. The situation in the East was alarming and the TNA had to put their record straight that they are a party representing the “Tamil speaking” people in practice. The Northern Muslims in refugee camps in Puttalam held a protest against the appointment of R.M. Imam as TNA Muslim MP and also some 6000 Muslims participated in the protest and alleged that Imam had never visited them for the last 17 years.

During the last general election (2004) TNA approached S.A.C. Mubeen, (Former Organizer of the Displaced Northern Muslim) to contest in their party but Mubeen refused the offer. However, many others including Mubeen recommended Imam, thus he became a TNA candidate for Jaffna Muslims. Imam has family roots from A.C.Abdul Cader Advocate who stood firm in defending the right to wear a fez cap (known as Thurukki Thoppi in Tamil) in courts during the British Raj. Although Mr. A.C.Abdul Cader came from Jaffna, he married and lived in Kattankudy.

It has always been alleged that the SLMC were inconsiderate in prioritizing the Eastern Muslims over the Northern refugees. It is said that the leader of the SLMC, Hakeem had promised Sufiyan Moulavi, during the last general election that an arrangement would be made to share the position of national list MP with Baiz of Puttalam. This was not the case, when Baiz was appointed as a national list MP, for Puttalam where the Jaffna Refugees are sheltered. The Jaffna Muslims had been politically active before they were expelled by the LTTE. Jaffna Mayoral position was once held by Sultan in 1955, with the backing of Communist Karthigesu. Some decades later, M.G. Basheer held a position of Deputy Mayor and Mr. Imam himself was also a member of the Jaffna Municipal council. The Jaffna business community and the middle class had relocated to Colombo and other places whilst the poor had no option but to languish in Puttalam Refugee Camps. The Jaffna Refugees in Puttalam live in penury, in comparison to the Refugees who were displaced from the other parts of the Northern Province. Anyone visiting the Northern Refugees in Puttalam could see that they have been left politically voiceless and have been marginalized by the politicians of the District. In this backdrop Imam has been appointed to be their political representative. It seems imperative that the Muslims of Jaffna need their own man to look after them.

The SLMC bagged the Jaffna Muslim votes, with the promise to appoint their own man Sufiyan Moulavi but then failed to do so.

Ironically, the new TNA MP is a Muslim with a name of Imam yet has nothing to do with the religious meaning of Imam.

In Islam, the word “Imam” is used to describe a person who leads the prayer at the mosque; a community leader who is capable of answering theological queries.

However he has taken a pledge to work for the resettlement of the expelled Jaffna Muslims. The question is whether Imam will be able to lead his people back to their “Home Land” or will serve the purpose of his masters. The records show that Imam could not secure the release of 35 Jaffna Muslim youths who were detained by the LTTE when he made a request to the LTTE in 1990.

FATE OF 35 MUSLIM YOUTHS DETAINED BY THE LTTE IN JAFFNA
A joint statement was issued by Jaffna Muslim Dignitaries in September 1996 and the statement was published in the national Tamil newspaper “Veerakesary” on the 9th of June 1996 and Mr. Imam was one of the five signatories of the statement. The LTTE did not respond to their humble request, nor did any Tamil civil society organizations in Jaffna express their solidarity with the Jaffna Muslims. The civil organizations in Jaffna were not brave enough to challenge the LTTE’s mono-ethnic nationalist policies or their denial of multi-party democracy.

“What we humbly ask the Tigers on behalf of the Jaffna Muslims who have not committed any mistakes is that you release the 35 Muslims youths who are in your custody. Some parents have died because of the pining of the loss of their children. Those parents, wives and children who live apart in the huts as refugees would be pleased by their arrivals” The statement ended with “Our homeland is also the North.”

A few months later in October 1996, Amnesty International met the parents and families of the Muslim youths who were in the LTTE custody and campaigned for access and or release of the detainees. Once again, this appeal fell on deaf ears.

“Amnesty International is deeply concerned for the safety of 32
Muslims who were taken into custody by the Liberation Tigers of Tamil
Eelam (LTTE) in Jaffna, Mullaitivu and Vavuniya Districts between 1989
and 1991. The LTTE has provided no information about where they are
holding them or about their state of health. It is not known whether
the 32 Muslims are still alive or not. Amnesty International has
repeatedly called upon the LTTE to reveal their whereabouts and state
of health and to allow them immediate access to their relatives, a
doctor and members of the International Committee of the Red Cross

III. Details of the 32 Muslims
Below are the names, ages at the time of detention, and other details
concerning the 32 Muslims:

1. Naina Mohamed Roshan, 21, detained on February 3, 1990 in Jaffna
District.
2. Kamal Ajmayeen, 25, detained on May 28, 1991 in Vavuniya District.
3. Sameen Niyas, 18, detained at 9:00 P.M. on July 2, 1990 in Jaffna
District.
4. Abdul Wahab Ajward, 24, a tailor, detained on August 3, 1990 in
Jaffna District.
5. Abdul Gafoor Nakeeb, 28, a porter, detained near Thandikulam
checkpoint, Vavuniya District on May 28, 1991.
6. Jamaldeen Farook, 26, detained on May 28, 1990 in Vavuniya
District.
7. Abdul Majeed Jaleese, 32, a businessman, detained on September 25,
1990 near Muslim College Road Mosque, Jaffna.
8. Mohideen Abdul Cader, 39, detained on February 17, 1990 in
Vavuniya District.
9. Abdul Jabbar Subair, 39, a porter, detained on May 28, 1991 in
Vavuniya District.
10. Mohideen Thamby Sabarullah, 43, a porter, detained on May 28,
1991 in Vavuniya District.
11. Hamza Nawaz, 17, a tailor, detained on July 20, 1990 while on his
way home in Chavakachcheri, Jaffna District.
12. Ismail Rameeze, 22, detained on January 1, 1990 in Jaffna
District.
13. Badurudheen Siraj, 16, detained on July 1, 1990 in Jaffna
District.
14. Badurudheen Jaleel, 25, detained on July 1, 1990 in Jaffna
District.
15. Abdul Jabbar Firooze, 20, a textile merchant, detained on
February 17, 1990 opposite his house in Jaffna while returning from
the mosque.
16. Abdul Latheef Mohamed Rameez, 20, a labourer and fisherman,
detained on January 26, 1990 at the Velanai LTTE camp, Mankumban,
Jaffna District.
17. Abdul Majeed Najeeb, 36, a porter, detained on May 28, 1991 in
Vavuniya District.
18. Abdul Latheef Rajab, 19, a van assistant, detained on September
21, 1990 in Mankumban, Jaffna District.
19. Seeni Aliyar Inudeen, 27, detained on October 25, 1991 in
Karaiyoor, Jaffna District.
20. Seeni Aliyar Raleezkhan, 19, detained on January 27, 1990 in
Jaffna District.
21. Shahul Hameed Thanzil, 42, detained on April 20, 1991 in Vavuniya
District.
22. Abdul Raheem Jabreen, 24, detained on February 15, 1990 in
Mankumban, Jaffna District.
23. Neeran Mohideen Najeeb, 26, detained on December 10, 1989 in
Jaffna District.
24. Badurusaman Ramzeen, 23, a student, detained on March 10, 1989 in
Mullaitivu town, Mullaitivu District.
25. Jamal Mohamed Rafeek, 21, detained on February 24, 1991 in
Chunnakam, Jaffna District.
26. Abdul Jabbar Sunthoos, 24, detained on July 19, 1990 in Jaffna
District.
27. Ashankany Mohamed Nilan, 19, detained on July 19, 1990 in Jaffna
District.
28. Mohamed Hamza, 68, detained on July 25, 1990 in Jaffna District.
29. Seinulabdeen Firudouse, 43, detained on January 24, 1990 in
Mullaitivu District.
30. Vabusa Mohamed Farook, 52, detained on October 25, 1990 in
Mullaitivu District.
31. Cader Mohideen Subair, 26, detained on October 8, 1989 in
Mankulam, Vavuniya District.
32. Shareefdeen Baseer, 20, detained on May 28, 1991 in Vavuniya
District.

This did not end there, another group of Jaffna Muslims also made a joint resolution in July 1997 to go on a fact finding mission to Jaffna to evaluate the ground situation whether they could resettle there. They categorically indicated that they would like to meet the LTTE leaders in order to clarify their position that the LTTE had made a mistake in believing that the Jaffna Muslims had accepted the eastern leadership. A decade later the eastern Tamil people have decided to have their own leaders. As time went by, those who demanded the release of the detainees have forgotten them and the Jaffna Muslim refugees in Puttalam have also lost their zeal to return to their “Home Land”.

IMAM AND PRABAKARAN
Imam was reported to have met Prabakaran recently in Wanni during the funeral of the slain MP. Sivanesan, and Prabakaran had told him that his entry to Parliament would “Strengthen Unity” between Tamils and Muslims (According to Iqbal Athas, Sunday Times Defense correspondent: 16/03/2008). Imam had the opportunity to ask Prabakaran about the Muslim youths who were taken by him in 1990 but may have been awed by his presence and forgotten all his requests. It was like the meeting of mythical characters, Kuselar with Lord Krishna (One of the Hindu deities). Kuselar who lived in poverty had visited Krishna to get his boon but having met with Krishna he was ashamed to ask him for help. However Lord Krishna knew about the purpose Kuselar’s visit and made him rich. (The writer does not attempt to elevate the character of Prabakaran by this anecdote.)

In 1960’s and late early 1970’s some of the Eastern Muslim Federal party MP’s crossed over to the ruling parties and Tamil Politicians reacted racially and labeled them as “Thoppi Protties” (those who turn caps) in reference to their religious identity. By the appointment of Imam as a MP, the TNA appears to have concluded that he would not be another “Thoppi Protti” although his ancestors fought for the right to wear a cap in Courts.

தமிழீழ விடுதலைப் புலிகளின் கட்டுப்பாட்டில் இருந்த இறுதிப் பகுதியான முள்ளிவாய்க்கால் பகுதி சிறிலங்காப் படையினரால் நான்கு புறங்களாலும் முற்றாகச் சுற்றிவளைக்கப்பட்டுள்ள நிலையில்  ஜோர்தானில் பயணம் ஒன்றை மேற்கொண்டிருந்த அரச தலைவர் மகிந்த ராஜபக்ச தன்னுடைய பயணத்தை இடைநிறுத்திக்கொண்டு நாளை காலை அவசரமாக கொழும்பு திரும்புகின்றார்.
நாளை  ஞாயிற்றுக்கிழமை கொழும்பு வரும் அரச தலைவரை வானூர்தி நிலையத்தில் வரவேற்பதற்கு சிறப்பு ஏற்பாடுகள் செய்யப்பட்டிருப்பதாகச் செய்திகள் தெரிவிக்கின்றன.

கொழும்பு வந்த உடனடியாக பாதுகாப்புச் செயலாளர் மற்றும் முப்படைகளின் தளபதிகளுடன் ஆலோசனையை நடத்தவிருக்கும் மகிந்த ராஜபக்ச விடுதலைப் புலிகளின் கட்டுப்பாட்டில் இருந்த அனைத்துப் பகுதிகளும் விடுவிக்கப்பட்டுள்ளன என்ற செய்தியை நாட்டுமக்களுக்குத் தெரிவிப்பார் எனத் தெரிவிக்கப்படுகின்றது.

தொலைக்காட்சியில் சிறப்பு உரை ஒன்றை அரச  தலைவர் நிகழ்த்துவார் எனவும் அச்சந்தர்பத்தில் பாரிய அளவிலான கொண்டாட்டங்களுக்கு ஏற்பாடுகள் தென்பகுதியில் செய்யப்பட்டிருப்பதாகவும் தெரிவிக்கப்படுகின்றது.

ஆளும் கட்சியினரும் இனவாதக் கட்சிகளைச் சேர்ந்தவர்களும் இதற்கான ஏற்பாடுகளை விரிவான முறையில் செய்திருக்கின்றார்கள்.

முள்ளியவளைப் பகுதியை மூன்று பகுதிகளில் சுற்றிவளைத்திருந்த படையினர், கடுமையான சமரைத் தொடர்ந்து முள்ளிவாய்க்கால் கடற்பகுதியை இன்று முழுமையாக தமது கட்டுப்பாட்டுக்குள் கொண்டு வந்திருப்பதையடுத்து முள்ளியவளை மீதான படையினரின் முற்றுகை மேலும் இறுகியிருக்கின்றது.

இந்நிலையில் மக்கள் செறிவாக உள்ள பகுதிகள் மீது தாக்குதலை நடத்திக்கொண்டு உள்ளே செல்வதற்காக முயற்சிகளை படையினர் மேற்கொண்டுள்ளனர்.

இந்நிலையில் முள்ளிவாய்க்கால் பகுதியில் இருந்து வெளியேறிய சுமார் 20 ஆயிரம் பேர் கடந்த இரண்டு நாட்களில் படையினரின் கட்டுப்பாட்டுப் பகுதிக்குள் வந்திருப்பதாகத் தகவல்கள் தெரிவிக்கின்றன.

இந்நிலையில் நாளை முள்ளிவாய்க்கால் பகுதியை முழுமையாகக் கட்டுப்பாட்டுக்குள் கொண்டுவருமாறு படையினருக்கு உத்தரவிடப்பட்டிருப்பதால் படை நடவடிக்கை இன்று இரவு தீவிரப்படுத்தப்படலாம் எனத் தெரிகின்றது.

மக்களின் உயிர்களுக்காக எதைச் செய்யவும் தயார்- ஒபாமாவின் யோசனைகளுக்கு அமைவாக செயற்பட விடுதலைப் புலிகள் விருப்பம்: செ.பத்மநாதன்

வன்னியில் தமிழ் மக்கள் எதிர்கொண்டுள்ள பேரவலமான நிலைகுறித்து தமிழீழ விடுதலைப் புலிகள் ஆழ்ந்த கவலை கொண்டுள்ளனர். இந்த அவலங்களை உடனடியாக நிறுத்துவதற்கு தேவையான அனைத்து நடவடிக்கைகளையும் மேற்கொள்வதற்கு நாம் தயாராக உள்ளோம். எனவே அமெரிக்க அரச தலைவரினால் கூறப்பட்ட வழிகளில் அமைதியை காண்பதற்கு தமது ஒத்துழைப்புக்களை வழங்க தயாராக உள்ளது என்று தமிழீழ விடுதலைப் புலிகளின் அனைத்துலக விவகாரங்களுக்கான பொறுப்பாளர் செல்வராஜா பத்மநாதன் தெரிவித்துள்ளார்.

இது தொடர்பாக இன்று சனிக்கிழமை அவர் விடுத்துள்ள அறிக்கையில் மேலும் தெரிவிக்கப்பட்டுள்ளதாவது:

மனிதப் பேரவலத்தை நிறுத்துமாறு அமெரிக்க அரச தலைவர் விடுத்த வேண்டுகோளை விடுதலைப் புலிகள் செவிமடுத்துள்ளனர். அதற்கு அமைவாக செயற்படுவதற்கு இணங்கியுள்ளனர்.

அனைத்துலக சமூகம் நியாயமாகவும் திறந்த மனதுடனும் செயற்பட வேண்டும் என்பதுடன், இரக்கமற்ற முறையில் வன்முறைக்கு இலக்காகும் மக்கள் தொடர்பில் முழுமையான பொறுப்புக்களையும் எடுக்க வேண்டும்.

எமது மக்கள் அனைத்துலக சமூகத்தின் ஆதரவை எதிர்பார்த்துள்ளனர். எமது மக்களின் எதிர்காலம் தொடர்பான முழுப்பொறுப்பையும் அனைத்துலக சமூகம் பொறுப்பேற்க வேண்டும்.

அமெரிக்க அரச தலைவரின் கோரிக்கையை சிறிலங்கா அரசும் கருத்தில் கொள்ள வேண்டும் என்பதுடன், இரத்தக்களரியை தடுப்பதற்கான எல்லா நடவடிக்கைகளையும் அது மேற்கொள்ள வேண்டும் என நாம் கேட்டுக்கொள்கின்றோம்.

கடந்த 30 வருடங்களாக விடுதலைப் புலிகள் தமது மக்களின் உரிமைக்காக தீவிரமாக போராடி வந்துள்ளனர். அவர்கள் தம்மால் முடிந்தளவுக்கு தமது நடவடிக்கைகளை மேற்கொள்வார்கள்.

அமெரிக்க அரச தலைவரின் அண்மைய கருத்து எமக்கு நம்பிக்கையை ஏற்படுத்தியுள்ளது. எனவே எமது மக்களின் நெருக்கடியான இந்த நிலையில் அவர் காத்திரமான பங்களிப்பை ஆற்ற முடியும்.

தற்போதைய மோதல்களை படைத்துறை வழியிலான தீர்வின் மூலம் நிறுத்த முடியாது. எமது மக்களுக்கு தேவையான கௌரவமானதும், சமத்துவமானதுமான இறுதியான தீர்வு அரசியல் வழிமுறைகளின் மூலம் தான் எட்டப்பட முடியும்.

எல்லாத்தரப்பும் உண்மையுடன் நடந்து கொள்ளும் பட்சத்தில் அரசியல் வழிமுறைகளில் இணைந்து கொள்வதில் எமக்குள்ள ஈடுபாடுகளை நாம் ஏற்கனவே வெளிக்காட்டி வந்துள்ளோம்.

அமெரிக்க அரச தலைவரின் வார்த்தைகள் நம்பிக்கை தருவதாக அமைவதனால் நடுநிலையான அனைத்துலக கட்சிகளின் அனுசரணையுடன் அரசியல் நீரோட்டத்தில் விடுதலைப் புலிகள் இணைந்து கொண்டு இனப்பிரச்சினைக்கு ஒரு நியாயமான தீர்வைக்காண மீண்டும் தமது விருப்பத்தை தெரிவித்துள்ளனர்.

இலங்கைத் தீவில் வாழும் மக்கள் அனைவருக்கும் இரு ஒரு நல்ல சந்தர்ப்பம். நாமும் சிறிலங்கா அரசும் இணைந்து இனப்பிரச்சினைக்கான தீர்வை காணவேண்டும்.

அரசின் தற்போதைய நடவடிக்கை மேலும் பல ஆயிரம் மக்களின் படுகொலைகளுக்கே வழிவகுக்கும். அது கௌரவமான தீர்வுக்கு வழிவகுக்கப்போவதில்லை.

எனவே ஓபாமாவினால் கூறப்பட்ட வழிகளில் அமைதியை காண்பதற்கு நாம் எமது ஒத்துழைப்புக்களை வழங்க தயாராக உள்ளோம் என அதில் தெரிவிக்கப்பட்டுள்ளது.

[TamilNet, Saturday, 16 May 2009, 12:44 GMT] An unidentified armed eight member gang in civil dress abducted a Muslim trader with his motorbike on Thursday evening in Cheddiku’lam in Vavuniyaa district. The victim had been riding in his motorbike with a friend from Chitpiku’lam towards Maangku’lam at the time abduction. The abducted trader was identified as Segu Sikandar, 52. The gang stopped Sikundar’s motorbike and took him by force, leaving his friend. The gang also took the motorbike, according to complaints lodged with the Cheddiku’lam police. Police are conducting inquiry into the incident.

LTTE prepares for mass suicide,

LTTE terrorists are preparing for a mass suicide after being effectively cut-off of escape routes, both land and sea and now encircled in a mere 3.5sq.km of land West of Vellamullivaikkal, Wanni military sources said citing intercepted LTTE communication.

According to defence observers, the LTTE senior ranks are expecting to prolong its imminent defeat resorting to such futile terror tactics using civilian hostages, new recruits and black tigers as weapons of mass destruction (WMDs). “The terrorists have no way to go and the only way out is to surrender with the security forces or to be crushed in the military advance” a military official said. Terrorists are blowing off large explosive and ammunition dumps also using stocks of white phosphorous with improvised barrel bombs to create large destruction within the hostage makeshift camps.

Meanwhile, an LTTE attempt to ram an explosive laden bus into the 58 Division forward defences failed with the bus exploding prematurely. No damages were caused to troops military said adding that at least 10 terrorists were killed due to the explosion.

During initial interrogations conducted, Soosai’s wife had told with the Navy that Soosai along with LTTE leader Prabhakaran, Pottu Amman and some other key terrorists as still holed up in the small area at Vellamullivaikal.

Egypt wants Obama to speak from historic mosque

CAIRO (AP) — When President Barack Obama addresses the Muslim world from Cairo next month, Egyptian officials hope he will choose 1,000-year-old Al-Azhar mosque, the heart of a revered institution for Islamic study, as his backdrop to convey U.S. respect for Islam.

The American Embassy in Cairo said no decision has been made yet on a venue for Obama’s June 4 speech on U.S. relations with the Muslim world. But two Egyptian security officials said Thursday that an American advance team scouted five potential sites this week and narrowed it down to a short list of three — the Al-Azhar mosque and two other locations connected to it.

Al-Azhar is one of the oldest, most prestigious and most influential institutions of higher learning for Sunni Islam.

Delivering his message from the 10th-century mosque would convey the American president’s regard for Islamic religion, culture and history, Al-Azhar officials said.

“Al-Azhar is a beacon of knowledge and moderation for the whole Islamic world,” said Sheikh Fawzi Zefzaf, a prominent Al-Azhar scholar.

Sheik of Al-Azhar Mohammed Sayyed Tantawi welcomed Obama to use his podium. He said a speech from the mosque could “open the door for a dialogue of reason between the world’s cultures and civilizations to spread values of justice and good against hatred and violence.”

The historic mosque was built in 972 by the Fatimids, Shiite Muslim rulers who had just conquered Egypt and built Cairo as their capital. Later Egypt came under Sunni rule, and the mosque became a prestigious center for the teaching of Islamic thought and philosophy.

Over the centuries, numerous rulers added to the sprawling building, which boasts five minarets and numerous domes, along with columned prayer halls and madrasas — or religious schools — around a central open courtyard. It lies in the heart of Islamic Cairo with its maze of small alleyways and bazaars.

The mosque holds a special place in Egypt’s more recent political history as well, a symbol of resistance against Western imperialism. Nationalists launched marches and protests from the mosque during a 1919 revolt against British rule. In 1956, then-President Gamal Abdel Nasser gave a famed speech from Al-Azhar’s pulpit rallying Egyptians against an invasion by Britain, France and Israel.

Today, Al-Azhar University has expanded into several modern campuses. It hosts thousands of students of Islamic theology every year, exports clergy throughout the Muslim world and the U.S. and its clerics issue edicts that carry a moral weight that influences well beyond the borders of Egypt. Within the country, Al-Azhar is empowered to censor books, movies and other media related to religion.

Since he took office in January, Obama has reached out repeatedly to the Islamic world. He is well liked in the Middle East, where people often mention enthusiastically that his father was a Muslim from Kenya.
Choosing Al-Azhar, a Sunni institution, could also help ease Sunni fears over U.S. efforts to open a dialogue with Shiite Iran. Predominantly Sunni U.S. allies Egypt and Saudi Arabia accuse Iran of destabilizing the Middle East.

The Egyptian officials said in addition to the mosque, the advance team looked at a conference center and a meeting hall that are part of Al-Azhar but in other parts of Cairo. They said the team ruled out Cairo University because it would have disrupted year-end exams, and Cairo Convention Hall which was deemed too shabby.

American Embassy spokeswoman Margaret White said there has been no decision yet on the venue.

Among the myriad security considerations if Obama speaks from the mosque are the problems posed by the thousands of shoes that would have to be checked at the door in accordance with Muslim tradition, the Egyptian security officials said.

First, there is the problem of where to put them all. But the bigger concern is they could provide cover for bombs, said the two officials from the president’s office and the Ministry of Interior who are responsible for the security for visiting foreign dignitaries. They spoke on condition of anonymity because of security concerns.

Worshippers and other visitors traditionally remove their shoes before going into mosques and place them on a rack outside.

Al-Azhar mosque holds about 1,000 people. But normally, worshippers can wrap them in plastic bags and take them inside or leave them on trucks outside. However during an Obama speech, the audience would be barred from carrying bags inside for security reasons.

Man sought prostitute for son, 14

A father who asked an undercover police officer posing as a prostitute to take his 14-year-old son’s virginity has been given a suspended prison sentence.

The man from Bulwell, Nottingham, who cannot be named for legal reasons, was given a 10-month suspended jail term.

Nottingham Crown Court heard the man, 42, had approached the undercover policewoman in the Mapperley area in July believing her to be a prostitute.

He admitted trying to solicit a woman to have sex with a child.

The court heard the father was arrested during an undercover operation by the city’s vice squad.

The man drove up to the undercover officer and asked her how much she would charge for sex with his son, who was sitting next to him in the car.

Judge Jonathan Teare said he was not sending the father to prison because of his previous excellent character and that he believed he did not mean any harm to his son.

He said: “What you were doing that night was to expose your 14-year-old son to a prostitute because you didn’t know she was a police officer.

“You have a duty of care to your son and that is to look after his moral welfare not, as you might think, to break him into the ways of sex through a prostitute.”

The father’s barrister Matthew Smith said: “There is a thorough sense of shame the defendant feels.

“It’s completely at odds with every other part of his character.”

Mr Smith added that the boy would be allowed to continue to live with his father.

The defendant will be placed on the sex offenders register for five years.

Obama -(Ameer Ul Kafeereen) defends abuse photos U-turn


US President Barack Obama has said the release of more photos of prisoner abuse by US soldiers is “of no benefit” and may inflame opinion against the US.

The pictures were not “sensational” and every case of abuse had been dealt with by the military, with action taken where appropriate, he said.
The White House previously said it would not fight a court ruling ordering the release of the pictures.
The pictures were due to be released by 28 May, according to the court order.
The order was issued by an appeals court in September 2008, in response to a Freedom of Information Act request by the American Civil Liberties Union (ACLU).
‘Disappointed’
The US defence department had been preparing to release the images, reportedly taken in Iraq and Afghanistan, and the dispute could now end up before the US Supreme Court.

Speaking outside the White House, Mr Obama said he would not tolerate the abuse of prisoners.
However, he had, he said, directed his legal team to fight the court-ordered release of the photos because he was concerned they might “inflame anti-American opinion and put our troops in greater danger”.
The Pentagon had not sought to conceal anything, he added, and appropriate action had been taken against individuals involved in abuses.
The president had been advised against publication by Defence Secretary Robert Gates, Centcom commander Gen David Petraeus and the commander of US forces in Iraq, Gen Ray Odierno, a Pentagon official said.
The ACLU said it was “surprised and disappointed” by Mr Obama’s decision and that it would continue to fight for the photographs’ release.
The BBC’s Richard Lister in Washington says that although President Obama has insisted on the need for open government, it appears that on this issue he has been persuaded that – for now at least – such transparency risks doing more harm than good.

Analyst: ‘Bloody urban battle’ looms between Taliban, Pakistan

ISLAMABAD, Pakistan (CNN) — The Taliban are digging in for a “bloody urban battle” against the Pakistani army in a hotly disputed city in the western part of the country, a strategic expert warned Thursday.

“The Taliban are concentrating forces in Mingora — digging trenches, laying mines, taking positions on rooftops,”
said Reva Bhalla, the director of strategic analysis at Stratfor, a private firm that describes itself as a global intelligence company.

“It is not clear if the Pakistani military is trained and even equipped to go into a situation like that,” she said, adding that even the United States military “would have to think twice” about such an offensive.

She estimates there are 5,000 Taliban fighters in the area.

“The question is: Are they going to try to stand and fight, or try to regroup?” she asked.

With a government offensive against the Taliban nearly three weeks old, a spokesman for Pakistan’s army said the military intends to drive the Taliban out of the contested area.

“The whole resolve of the government and the military is to once and for all finish the Taliban from the Valley of Swat,” Pakistani military spokesman Maj. Gen. Athar Abbas told CNN’s Reza Sayah.

The Pakistani military is trying to push the Taliban away from the heavily forested and mountainous regions of the Swat district toward the south, so the army can encircle the militants, Bhalla said.

Stratfor based its analysis on “people on the ground” and “local reporting,” declining to go into detail, she said. Journalists and aid workers have been barred from the conflict zone.

The army has about 15,000 troops on the ground, she said.

“The Pakistani military is putting a lot of fight into this,” she said. But she warned that even if they win this battle, the war against the Taliban would not necessarily be over.

“This is not the first offensive in Swat — it’s actually the fourth,” she said. “Each time Taliban has proven capable of regrouping and returning to this area.”

She cautioned that the huge refugee camps the conflict is creating could be “the perfect recruiting grounds for the Taliban to prey on.”

Some 1.5 million people have been displaced by 10 months of fighting between the Pakistani military and the Taliban along the country’s border with Afghanistan, the chief minister of North West Frontier Province estimated Thursday. Watch more about the victims of the war »

The world must launch a “massive international effort” to care for the refugees, or it will be “absolutely impossible” to provide for them, the United Nations’ top official on refugees said Thursday.

“People are still coming. The numbers are still growing,” said Antonio Guterres, the U.N. High Commissioner for Refugees.

The number of people at the Yar Hussain displaced-persons camp in Swabi district is expected to reach 2 million, Chief Minister Amir Haider Hoti said. The military announced earlier this week the number was 1.3 million.

The refugee population is roughly comparable to the size of the Sacramento, California, or Perth, Australia, urban areas, according to statistics at citymayors.com.

Pakistani Prime Minister Yousuf Raza Gilani, in a speech to parliament Thursday, called the refugee crisis a “massive and unprecedented predicament.”

“They are our own people and their children are my children. Every [person] in this country is yearning to help these IDPs,” he said, using the acronym for “internally displaced persons,” the technical term for someone who has fled a crisis but not crossed an international border.

Some 800,000 people have registered with the U.N. refugee commission as people displaced by the recent fighting.

Disease is already starting to become a problem, with diarrhea and the skin disease scabies on the rise in the refugee camps, doctors there said.

Pakistani army spokesman Abbas denied refugees were fleeing direct fire from the army, but said the military offensive had caused many to leave their homes.

“The targets selected for the air campaign and the long-range artillery engagement were quite far away” from civilian population centers, “but the fact remains that this displacement is part of the overall effect of this operation,” Abbas said.

The military said Thursday it is doing its best to cope with the refugees.

The “Pakistan Army understands that management of IDPs is as important as military operation in Swat and Special Support Group is making all efforts to manage the IDPs in a befitting manner,” the military said in a written statement.

The army also said that in the previous 24 hours, 54 militants had been killed in the offensive in the Swat Valley, and nine members of the security forces had died.

Guterres said it is in the world’s interest to deal with the problems of Pakistan and Afghanistan, which he called “the most important geostrategic issue in the world of today.”
“This is not a Pakistani crisis,” he said. “We are speaking of a complex regional problem. When I ask for the support of the international community, it is not an appeal for generosity — it is an appeal for enlightened self-interest.”

UNSC reluctantly lashes Israel to lash Sri Lanka

Sri Lanka is receptive to the much awaited UNSC official statement on Sri Lanka. However, the pro-SL members of the UNSC were induced by the pro Israel UNSC members to agree for a brief statement on Israel on its Janaury war on Gaza for this statement on Sri Lanka. Meantime,  the UN Chief Moon has telephoned President and informed that his earlier special envoy will visit  to assess the situation once again. This time Ban ki Moon spoke to the President while he is in Jordan. Last month the UN Chief spoke to the President when the President was on a visit to Libya. Incidentally Libya along with Vietnam and permanent UNSC members Russian Federation and China were resisting the UNSC statement until this compromise formula worked out by the movers of the statement.

Daily Mirror editorially commented that the US and the UK and their allies did not mind their prodigy Israel getting a lshing at the UNSC for statement on Sri Lanka. The following is the full text of the UNSC statement on Sri Lanka which was read out by Council President Vitaly Churkin (Russian Federation): The members of the Security Council express grave concern over the worsening humanitarian crisis in north-east Sri Lanka, in particular the reports of hundreds of civilian casualties in recent days, and call for urgent action by all parties to ensure the safety of civilians.

The members of the Security Council strongly condemn the Liberation Tigers of Tamil Eelam (LTTE) for its acts of terrorism over many years, and for its continued use of civilians as human shields, and acknowledge the legitimate right of the Government of Sri Lanka to combat terrorism. The members of the Security Council demand that the LTTE lay down its arms and allow the tens of thousands of civilians still in the conflict zone to leave.

The members of the Security Council express deep concern at the reports of continued use of heavy calibre weapons in areas with high concentrations of civilians, and expect the Government of Sri Lanka to fulfil its commitment in this regard. The members of the Security Council demand that all parties respect their obligations under international humanitarian law. The members of the Security Council call on the Government of Sri Lanka to take the further necessary steps to facilitate the evacuation of the trapped civilians and the urgent delivery of humanitarian assistance to them.

The members of the Security Council take note of the steps taken by the Government of Sri Lanka to address the humanitarian situation of displaced persons and call on the Government of Sri Lanka to ensure the security of those displaced by the conflict and to cooperate with the United Nations, the International Committee of the Red Cross (ICRC), and other international humanitarian organizations in providing humanitarian relief and access to them as soon as they leave the conflict zone.

The members of the Security Council reiterate support for the personal involvement of the UN Secretary General and urge the Government of Sri Lanka to extend full cooperation to the United Nations in order to resolve the humanitarian crisis. The members of the Security Council, mindful of the necessity to find a long-term solution without the threat of violence, underline that the needs of all communities in Sri Lanka have to be addressed.

Civilian suffering cannot be justified: CommonWealth


London (PTI): Expressing deep concern at the escalating humanitarian crisis in Sri Lanka, the Commonwealth on Friday asked all sides to abide by the principles of international humanitarian law and urgently ensure safety of civilians trapped in the violent conflict.

Kamalesh Sharma, the Commonwealth Secretary General, said the LTTE must immediately stop the deplorable use of civilians as human shields and the Sri Lankan Government should maintain its stated commitment not to engage in combat operations involving heavy weaponry in the conflict zone.

He also called for international humanitarian agencies to be granted access by the Sri Lankan government to provide relief to the civilians currently in dire need in the conflict zone, as well as to those in the Internally Displaced Persons camps. The safety of those in camps is also paramount.

Mr. Sharma said “the extreme civilian suffering cannot be justified in any context”. The Secretary-General said he was deeply distressed by the worsening situation in Sri Lanka, including the recent reports of shelling of hospitals.

He called for the plight of civilians caught in the crossfire to be addressed immediately and effectively.

“I call on all concerned to respect the rights of civilians and allow the tens of thousands of trapped civilians to evacuate to safety,” he said in a statement.

The Secretary General said “The LTTE must immediately stop the deplorable use of civilians as human shields, allow them to move to safety and lay down their arms.”

“The Sri Lankan Government should maintain its stated commitment not to engage in combat operations involving heavy weaponry in the conflict zone,” Mr. Sharma said.

He reaffirmed the Commonwealth’s firm belief that a durable peace in Sri Lanka can only be built on respect for the rights of civilians and reconciliation between all affected communities on a sustainable basis.

Those trapped civilians got hold of anything available at hand to float on water, including inflated tyre-tubes, rafts, ropes, small boats, locally-made ‘Theppam’, etc, and managed to cross the lagoon en masse, despite rains of LTTE bullets, meant to frighten, injure and prevent the escapees from deserting Tigers.

Though some of these photos in this story could be somewhat disturbing, and a disgrace to humanity, www.army.lk wanted to tell the world how the LTTE, contrary to what was being transmitted by them distorting the truth, were treating their own people while forcibly holding them as ‘human shields’ in the New Safe Zone.

More than five people, including a sweet infant (See photo) fell victim to indiscriminate terrorist firing and died before they finally moved into the safe hands of the Army troops. This moving photo shows the father holding his dead infant. Two more children received gunshot injuries and were attended by the Army troops before a total of sixteen injured civilians excluding both of them were finally airlifted to ANURADHAPURA hospital late Thursday. Air Force helicopters, despite risks involved, landed close to KARAYANMULLIVAIKKAL and evacuated those injured to hospitals in the south, along with their by-standers.

Those escapees in different batches on tyre tubes, boats and other floating items have on their way faced many dangers. Some of them were about to die when their floating device suddenly capsized, but others helped them out for safe wading. In knee-deep waters, they got hold of the ropes that were thrown out by Army troops into the deep waters, enabling those swarming to cling on to them for survival.

Ground troops made them to relax and immediately attended on the injured, some of them with profusely bleeding wounds. Army medical teams jumped into action and lavishly provided medical assistance as their wet clothes were spread for drying. Many of those youngsters had reportedly remained hidden, away from their homes to avoid being sighted by terrorists before they took to their heels.

Army troops after providing medical aid and light meals conducted them to the nearest IDP centers as the dusk fell. [See separate News Highlight on Thursday (14)].

Sri Lanka military cuts off rebel sea escape

COLOMBO, Sri Lanka – Sri Lanka’s military said it took control of the island’s entire coastline Saturday and cut off any sea escape for Tamil Tiger leaders trapped in a tiny slice of remaining rebel territory.

The latest military success came after President Mahinda Rajapaksa declared that his soldiers would end the island’s bloody civil war in 48 hours, a deadline that ends Saturday.

Two army divisions moving along the island’s northeastern coast linked up at the coastal village of Vellamullivaikkal to deny the rebels sea access for the first time in its quarter-century separatist insurgency, military spokesman Brig. Udaya Nanayakkara said.

The rebels and tens of thousands of civilians are cornered in a tiny, 1.2-square mile (3.1-square kilometer) strip between a lagoon and the sea.

International concern has grown for civilians under threat from artillery bombardments shaking the war zone, and the Red Cross has warned of “an unimaginable humanitarian catastrophe” for the hundreds of wounded trapped without treatment.

Hoping to end the bloodshed, U.N. Secretary-General Ban Ki-moon sent his chief of staff, Vijay Nambiar, to Sri Lanka for a second time to try to bring the conflict to a peaceful conclusion.

The U.N. says 7,000 civilians were killed and 16,700 wounded in the fighting from Jan. 20 until May 7, according to a U.N. document given to The Associated Press by a senior diplomat.

Since then, doctors in the war zone say more than 1,000 civilians have been killed in a week of heavy shelling that rights groups and foreign governments have blamed on Sri Lankan forces. Sri Lanka denies firing heavy weapons into the war zone.

Amid the heavy fighting, some 9,347 civilians crossed over to the military-controlled area on Friday by wading across a lagoon, Nanayakkara said.

More than 200,000 civilians have escaped the war zone in recent months and are being held in displacement camps.
